In February 2021, photographer Molly Humphreys documented a significant moment in public health during a vaccination event held in the parking lot of the Berkeley 2000 Recreation Center. The picture, which may appear mundane, carries greater importance, particularly when considered in light of the challenges faced in 2025. It showcases Bill Kearns, a public health official, engaging with the audience, while masked soldiers from the 167th West Virginia Air National Guard are seen in the background—an iconic representation of the COVID-19 period.

Public health, with its remarkable influence over the last hundred years, has discreetly fostered many innovations, ranging from enhanced food safety due to legislation enacted in 1906 and 1938, to the addition of fluoride to drinking water in 1945, which significantly lowered rates of tooth decay. By 1999, maternal mortality in the United States had decreased by 99%, attributable to improvements in hygiene and medical advancements, as well as the recognition and management of smoking risks.

The COVID-19 vaccination event featuring Kearns exemplified the enduring tradition of public-private collaborations dedicated to protecting community health. Both Bill Kearns and the National Guard played essential roles in coordinating the event, demonstrating how these partnerships persist in tackling current crises. Such initiatives highlight the continuous significance of public health programs amidst changing challenges.
