Canada’s Challenge with Underutilized Immigrant Physicians
Canada’s status as a hospitable country for immigrants is under examination due to ongoing underemployment challenges, especially among highly qualified individuals like physicians. In spite of the nation’s points-based immigration framework, which prioritizes educational and professional credentials, numerous immigrant professionals find themselves in non-clinical survival roles.
A 2023 report from the Conference Board of Canada and the Institute for Canadian Citizenship (ICC) indicates a rising trend of immigrants departing Canada within seven years, reflecting dissatisfaction with available job prospects. Daniel Bernhard, CEO of ICC, highlighted the necessity for Canada to facilitate successful career development for immigrants.
Statistics Canada’s 2024 report further disclosed that 16% of immigrants exit within 20 years, with 6% leaving in five years. This departure rate underscores Canada’s struggle to utilize its skilled immigrant workforce, particularly physicians.
In 2025, a report from Canada’s Chief Medical Workforce Advisor noted a deficiency of 22,823 family physicians, compared to a mere 1,300 new graduates each year. Joss Reimer from the Canadian Medical Association urged prompt action to remedy these workforce planning issues.
Additionally, Canada’s informal networking and unclear hiring protocols frequently leave immigrants at a disadvantage, preferring internal referrals and cultural alignment over capability. This professional exclusion hampers diversity and hinders immigrant professionals from sharing their global perspectives.
Ethnocentric biases also influence views on credibility and leadership, resulting in a depletion of intellectual resources. Canada’s future prosperity depends on its evolution into a genuine meritocracy, where talent and hard work are acknowledged and valued.
Tackling these issues and replacing gatekeeping with meritocracy and fairness would not only benefit all Canadians but also harness the potential of skilled immigrants, which is vital for the nation’s advancement.
